What is the Free and Reduced Meal Program?

The National School Lunch/Breakfast Program is a federally subsidized program that is designed to help eligible children receive complete, nutritious meals at reduced or no cost. Families that qualify for free or reduced priced meals can confidentially participate in both the USDA Lunch and Breakfast Programs at their schools.

**  For school year 2021-22, due to COVID-19, the district participates in the Seamless Summer Program (SSO) and approval of eligibility for free or reduced meals does not change your child’s ability to receive school meals at no charge. Meal benefit status is important as it can provide information for other program benefits such as Pandemic Food Share Benefits (P-EBT) and fee waivers.

This school year, all GBAPSD students will receive free meals under the Seamless Summer Option program (SSO). The USDA has extended the flexibility for school districts to provide free meals to students, and GBAPSD Food Service Department has elected to participate in this program. All students are eligible for meals at no charge. Families are encouraged to continue applying for the Free & Reduced Meal Benefits as usual, to certify children for free or reduced price meal eligibility status. The eligibility status, however, is not required for the free school meals through SSO but it does establish eligibility for other benefits, such as state reporting, Pandemic EBT (P-EBT), and other community programs.  **

A new application must be filled out for each household each year.

Paper Application packets will be delivered to homes in August and available during registration/welcome back events at all schools. Applications will be accepted for the new school year after July 1st when the USDA and DPI make the new application and criteria available. The Green Bay Area Public School District announces its policy for children unable to pay the full price of meals served under the National School Lunch Program and School Breakfast Program or milk for split-session students served under the Special Milk Program. Household applications are required to receive free or reduced price meals at the following site(s): Aldo Leopold, East High, Edison Middle, John Dewey Academy, King, Langlade, Leonardo da Vinci, Lombardi Middle, MacArthur, Martin, McAuliffe, NEW School of Innovation, Preble High, Red Smith K-8, Southwest High, Webster, Wequiock, and Wilder. (waived this year due to SSO programming, please read more above)

Green Bay Area Public School District is participating in a Free Breakfast and Lunch program (Community Eligibility "CEP") for the 2021-22 school year. All students enrolled at the following school(s) may participate in the School Breakfast Program and the National School Lunch Program at no charge: Baird, Beaumont, Chappell, Danz, Doty, Eisenhower, Elmore, Fort Howard, Franklin Middle, Head Start Learning Center, Head Start Learning Center - Jefferson site, Howe, Jackson, Keller, Kennedy, Lincoln, Minoka-Hill Alternative, Nicolet, Sullivan, Tank, Washington Middle, and West High. USDA Free and Reduced Price Meal Applications are not required to receive free meals at the CEP school(s). However, applications may be distributed by the school to collect household income data for other programs that require this information and support educational funding. 

Applications for free or reduced meal benefits must be completed annually for each household. Eligibility is determined based on USDA regulations and is connected to ability to waive different fees established by the District and Board of Education.

How do I get an application?

Free & Reduced Meal Benefit Applications are mailed to qualifying households in the Green Bay Area Public School District each August. Please complete the confidential application if you feel your household meets the criteria. If you have received a pink letter in the mail indicating you have qualified for free meals through State benefits, do not complete the application. Please read the letter that was sent to you for instructions. Please see the "What if my child was directly certified?" question for additional information. School Fees questions can be submitted to the Accounting Department.  Meal applications are also available online and at all Green Bay Public Schools offices, cafeterias, and the Food Service Center.  You can email [email protected] to request an application, please include the mailing address and contact person to address the envelope.

To file a program discrimination complaint, a Complainant should complete a Form AD-3027, USDA Program Discrimination Complaint Form which can be obtained online at:, from any USDA office, by calling (866) 632-9992, or by writing a letter addressed to USDA. The letter must contain the complainant’s name, address, telephone number, and a written description of the alleged discriminatory action in sufficient detail to inform the Assistant Secretary for Civil Rights (ASCR) about the nature and date of an alleged civil rights violation. The completed AD-3027 form or letter must be submitted to USDA by:
