What is the Free and Reduced-Price Meal Benefit Program?

The National School Lunch/Breakfast Program is a federally subsidized program that is designed to help eligible children receive complete, nutritious meals at reduced or no cost. Families that qualify for free or reduced priced meals can confidentially participate in both the USDA Lunch and Breakfast Programs at their schools.


A new application must be filled out for each household each year.

Paper Application packets will be delivered to homes in early August and available during registration/welcome back events at all schools. Applications will be accepted for the new school year after July 1st when the USDA and DPI make the new application and criteria available. Families are unable to pre-enroll in the free or reduced meal benefit program. The Green Bay Area Public School District announces its policy for children unable to pay the full price of meals served under the National School Lunch Program and School Breakfast Program. Household applications are required to receive free or reduced price meals at the following site(s): Aldo Leopold, East High, Edison Middle, Langlade, Leonardo da Vinci, Lombardi Middle, Martin, McAuliffe, Preble High, Red Smith K-8, Southwest High, Webster, Wequiock, and Wilder. 

Green Bay Area Public School District is participating in a Free Breakfast and Lunch program (Community Eligibility "CEP") for the 2023-24 school year. All students enrolled at the following school(s) may participate in the School Breakfast Program and the National School Lunch Program at no charge: Baird, Beaumont, Chappell, Danz, Doty, Eisenhower, Elmore, Fort Howard, Franklin Middle, Head Start Learning Center, Head Start Learning Center - Jefferson site, Howe, Jackson, John Dewey Academy of Learning, Keller, Kennedy, King, Lincoln, MacArthur, Minoka-Hill Alternative, NEW School of Innovation, Nicolet, Sullivan, Tank, Washington Middle, and West High. USDA Free and Reduced Price Meal Applications are not required to receive free meals at the CEP school(s). However, applications may be distributed by the school to collect household income data for other programs that require this information and support educational funding.

Applications for free or reduced meal benefits must be completed annually for each household. Eligibility is determined based on USDA regulations and is connected to ability to waive different fees established by the District and Board of Education.

How do I get an application?

Free & Reduced Meal Benefit Applications are mailed to qualifying households in the Green Bay Area Public School District early each August. Please complete the confidential application if you feel your household meets the criteria. If you have received a pink letter in the mail indicating you have qualified for free meals through State benefits, do not complete the application. Please read the letter that was sent to you for instructions. School Fees questions can be submitted to the Accounting Department.  Meal applications are also available online and at all Green Bay Public Schools offices, cafeterias, and the Food Service Center.  You can email [email protected] to request an application.

To file a program discrimination complaint, a Complainant should complete a Form AD-3027, USDA Program Discrimination Complaint Form which can be obtained online at: https://www.usda.gov/sites/default/files/documents/USDA-OASCR%20P-Complaint-Form-0508-0002-508-11-28-17Fax2Mail.pdf, from any USDA office, by calling (866) 632-9992, or by writing a letter addressed to USDA. The letter must contain the complainant’s name, address, telephone number, and a written description of the alleged discriminatory action in sufficient detail to inform the Assistant Secretary for Civil Rights (ASCR) about the nature and date of an alleged civil rights violation. The completed AD-3027 form or letter must be submitted to USDA by:
